ACTIA Energy continues the deployment of its PAS9035 – Satellite Controlled Substation, with a fifteenth successful commissioning on La Réunion Island for EDF SEI Insular Energy Systems, in collaboration with OMEXOM. This new stage is part of an electrical infrastructure modernization program that began in 2015, with the aim of strengthening the reliability of La Réunion’s island network.
The PAS9035 is a high-capacity RTU (Remote Terminal Unit), capable of controlling over 1000 wired data points in a single 6U rack. It integrates perfectly with the control system used by EDF SEI, using redundant IEC 101 and IEC 104 protocols, thus ensuring compatibility with current remote supervision and control standards. For more modest infrastructures, system configuration and deployment can be carried out using the Substation Interface Calculator (CIP9035) solution.
A Key Device for Island Networks
La Réunion’s electrical grid, isolated from the mainland, imposes specific requirements: it must operate autonomously while integrating multiple production sources. Unlike mainland networks, substations must manage both EHV and HV, and be able to control their various production means:
- TAC units – fuel oil,
- Hydroelectric power plants,
- Storage batteries.
The PAS9035 addresses these constraints by offering advanced flexibility, enabling optimized management of available local resources.
With its 6U format, it can control several hundred wired signals and integrates perfectly with EDF SEI’s GE network remote control system, thanks to the redundant IEC 104 protocol. It thus contributes to network flexibility, optimization of local resources, and a gradual transition towards a digital network.
A Long-Term Modernization Program
Since 2015, ACTIA Energy has been gradually replacing ALSTOM’s old PA S900s with PAS9035s on the island. One to two installations are carried out each year, with a focus on operational continuity and budgetary control. This deployment, initiated 10 years ago, strengthens the reliability of La Réunion’s network and illustrates ACTIA Energy’s commitment to modernizing island electrical infrastructures.
Successful Commissioning Thanks to Strong Collaboration
The success of this fifteenth commissioning of the PAS9035 in La Réunion is primarily based on the quality of collaboration between the various project stakeholders. In an island context, each intervention requires rigorous coordination, mastery of local constraints, and a thorough understanding of the territory’s technical and energy challenges.
This success illustrates the complementarity of the expertise mobilized on site. ACTIA Energy has contributed its recognized expertise in the design, integration, and commissioning of advanced remote control solutions, adapted to the specificities of La Réunion’s network. Thanks to nearly 10 years of experience on the island, ACTIA Energy masters not only the deployed technologies but also the operational aspects for an island territory.
The gradual migration phase, carried out over two weeks, was conducted with method and expertise, while keeping the sections in operation. This crucial step was made possible by the close coordination between ACTIA Energy’s teams, EDF SEI La Réunion’s technicians, and the on-site presence of OMEXOM, a long-standing partner in this deployment.
Everyone contributed to the success of the operation, in compliance with safety, quality, and service continuity requirements.
